Cyngor Gwynedd

This Framework Agreement is established by the Contracting Authorities (Gwynedd Council and Isle of Anglesey County Council) in accordance with the Procurement Act 2023 and the NEC4 Framework Contract. The Framework provides a compliant mechanism for the delivery of routine, reactive and emergency maintenance of structures and coastal assets within the Authority’s jurisdiction. No guarantee of workload or value is provided. The Framework supports statutory duties relating to highway and coastal infrastructure and ensures continuity of safe and operational assets. Assets include (but are not limited to): Bridges Culverts and drainage structures Retaining walls Sea defences and coastal structures Piers, promenades and slipways Associated structural and marine assets Works delivered under this Framework may arise from planned, reactive or emergency situations, with a significant proportion of works typically originating from reactive or emergency events. In certain cases, the Framework may be used to support immediate response activities, including make-safe and temporary stabilisation works where required. However, the Framework also supports the delivery of planned maintenance, as well as permanent repair, reconstruction and asset stabilisation works, including works following emergency or reactive interventions. The Framework is therefore intended to facilitate both the initial response (where appropriate) and the subsequent delivery of durable, long-term solutions.
