Orchard Street Tunnel provides an important pedestrian link between the station / Neville Street area and the Founders Place quarter of the city. The tunnel is also used by station taxis as a queuing and waiting area before entering the station taxi rank. The existing overhead cladding panel system in Orchard Street Tunnel is functional but is not considered to provide the desired aesthetic quality for the wider improvement scheme. The current panel arrangement also creates access difficulties for street lighting maintenance and Network Rail inspection activities.

Newcastle City Council intends to establish a ranked framework of suppliers to support the provision of both operated and non-operated plant hire services. This framework will enable the Council to efficiently procure a range of plant with or without qualified operators, to meet varying operational requirements across its services. Suppliers will be ranked based on the outcome of a competitive tender process, ensuring value for money, quality, and reliability. The framework will provide a flexible and compliant route for commissioning services as required, supporting the Council's ongoing delivery of infrastructure, maintenance, and development activities across the city.
