Demolition of two buildings (CEDOS & Waste Transfer Station) located on the Westbridge site. The contractor is advised to treat the demolitions as two separate demolitions as they occupy separate sites divided by a well trafficked road and will need to be secured as such. Although many of the important Health & Safety requirements apply to both sites. The CEDOS Building dates from the early twentieth century and was originally a motorcycle manufacturing facility for the CEDOS company who traded for a short time from the First World War until the mid-1920s. Since then, it had various uses – most recently providing offices and training space as well as general storage. The building has fallen into disuse. A condition survey was carried out, and the conclusion was that the general condition was such that the cost of renovation would be prohibitive and that the most effective solution would be demolition. The Waste Transfer Station. Also known as the MRF building. The building is a brick and metal constructed warehouse unit, built circa 1960’s. It is a crude warehouse structure built around a steel portal frame with steel purlins and bracing. Clad in uninsulated asbestos cement cladding and roofing sheets, it has an external perimeter masonry wall of approximately 2 metres height. Spitfire Way works contract

The Council will enter into a lease of land with an existing vehicle workshop building at Spitfire Way in Manston on the B2190 as the Council requires a new vehicle maintenance workshop to enable it to maintain its fleet of 113 vehicles (with 41 of these being classed as HGVs) in accordance with good practice and the law. Most of these vehicles are used to deliver the statutory waste and recycling and street cleansing functions of the Council and it is essential that the Council has a fit for purpose workshop to allow maintenance obligations to be met. The Spitfire Way site and workshop was the previous maintenance base for airport fire engines – it is, therefore, purpose built for HGV maintenance activities and already has vehicle maintenance pits present on site. However, some modernisation and enabling works are required before the workshop building can be put into service. European Traffic Management System (ERTMS) Early Works - Stage 2 (Develop) Support Services

LSPH’s current TVM430 signalling system is reaching obsolescence, creating increasing operational, safety and resilience risks. Without intervention, system reliability and lifecycle issues are expected to significantly impact network performance from the 2030s. Stage 1 of the upgrade programme—delivered with SYSTRA—produced an Operational Context Document, a Technical Strategy with long- and short-list options, and a Strategic Outline Business Case (SOBC) in WebTAG format. This completed the Rail Network Enhancements Pipeline (RNEP) Stage 1: Determine. LSPH and its stakeholders are now progressing to RNEP Stage 2: Develop, requiring specialist external consultancy support throughout 2026. Stage 2 will resolve key strategic questions, including the preferred technology solution for replacing TVM430, the funding approach within the HS1 regulatory and concession framework, the suitability of innovative commercial models, strategic opportunities, and the project delivery and scope choices that minimise whole-life cost. Additional strategic issues may be identified collaboratively during the process. Summary of requirement: Stage 2 has an estimated duration of six months, extending if an option to complete on-site surveys is executed, and aims to evaluate a range of delivery options for introducing ERTMS on High Speed 1. The assessment will include but not be limited to benefits, costs, deliverability, and operational impacts. The objective is to secure full stakeholder agreement on a single, coherent project delivery strategy for ERTMS implementation. To complete Stage 2, the appointed consultant will deliver: • Confirmation of the preferred technical option, commercial delivery model, funding route, and integrated project delivery model. • Long-list and short-list optioneering across technical, commercial, and funding dimensions to determine the integrated delivery model. • A whole-life cost estimate for the integrated delivery model. • A delivery schedule through to entry into service and handover to maintenance. • A comprehensive RAID (Risks, Assumptions, Issues and Dependencies) register in the authority’s format. • All Deliverables from the Deliverables Register (to be provided). • Satisfy paragraphs A.6 to A.11 of the latest Rail Network Enhancements Pipeline guidance to enable progression to the next phase. Required Outcome: All relevant stakeholders support and agree to the implementation of a single, coherent project delivery strategy for ERTMS on High Speed 1.

Energetik Primary Heating Network Extensions Part 2 (PSDS)

Lee Valley Heat Network Operating Company Limited, trading as Energetik

This Tender Notice supersedes previously published Tender Notice under reference 2026/S 000-025310 due to change in the procurement timetable and programme delivery. Energetik is seeking to extend its Meridian Water Heat Network (MWHN) in two separate parts, known as the northern extension and western extension. Energetik will appoint a Contractor to design and build the pipe network. The western extension is from Church Street near Edmonton Green to Winchmore School and Edmonton County (Bury Campus) School. The northern extension is from Ponders End High Street near Ponders End Park to Capital College and Waverley School. The contract is a district heating pipe installation of approximately 2.9km trench length of DN200 Series 3 pipe and 0.5km trench length of DN150 Series 3 pipe, all installed with at least 800mm cover to the crown of the pipe. The majority of the pipe has been purchased by the Employer from Logstor and is being stored at Logstor, Denmark. Works include being responsible for calling off the delivery of the pipe from Logstor, purchasing all joints and associated materials from Logstor, and installing the pipe predominantly in roads or cycle paths. The pre-construction work for the contract is due to commence upon contract award on or before 22nd September 2026. As well normal pre-construction work required under the contract, further GPR work, design and trial holes will be permitted as part of preconstruction. Construction work is expected to commence on or before 5th January 2027 following a successful planning application by the Employer, and subject to the Contractor agreeing S50 licences with Enfield Highways. As the project is grant funded and the grant will be lost if the contract spend does not achieve certain minimum thresholds each financial year, the contract has a sectional completion date of 31st March 2027 and Practical Completion by 31st March 2028. At least £1.5m of contract cost must be achieved by 31st March 2027, the sectional completion date. Completion of contract works must be delivered by 31st March 2028. Note that liquidated damages are £20,000 per day if these dates are not achieved. Key to the success of the project is the liaison with Enfield Highways team and to develop a route design and traffic management proposals that permit the granting of Section 50 licences for the works. Note that Section 50 licence fees, deposits and bonds will be paid by the Employer to Enfield Highways. Full road closures are highly unlikely to be permitted, and multiple gangs will only be permitted where it does not cause undue traffic chaos to commuter sand businesses on Enfield’s roads. The Contractor will be invited to meet Enfield Highways during the tender period. The contract includes extending the existing Logstor leak detection system, cleaning the pipe installed, hydraulically testing the pipe installed using treated water to the same standard as the existing MWHN and commissioning of the extensions to provide “heat on” to the extended network. The duration of the Contract is expected to be 18 months without option to extend due to completion of contract works must be delivered by 31st March 2028.

Partial Refurbishment of defects at Handforth Community Centre

The Town Council wish to begin the official tender process for the required refurbishments to Handforth Community & Youth Centre as highlighted in the Building Survey report from April 2024 and to potentially install solar and heat pumps along with any additional energy and water saving technologies as budget allows. The tender will be up to a maximum guaranteed price of £230,000.00 to be drawn from agreed PWLB monies agreed under min ref: 25/21/10. Plus, any grant awards and available CIL monies which HTC holds. The works are to cover the following: Overall, the property presented in a satisfactory to fair of repair and structurally sound given the age of the property and some of the material elements identified. The flat roof to the upper section is nearing the end of its material service life. Given the woodwall deck it is more so important that the covering is maintained in good/dry condition. We would recommend budgeting £48,500 for the full covering and deck replacement. To the lower roofs, the deck below the covering was concealed though some evidence of further woodwool was identified in further areas, we would therefore highly recommend intrusive further investigation are undertaken alongside a competent contractor and roofer to determine the concealed conditions throughout. Allow a budget of £5,000 for further investigations and reporting. To the external walls no significant cracks were noted however noted however isolated potential settlement was noted to the rear right corner of the building. Allow a budget of £1,500 for localised repointing and monitoring in the first instance as it appear some former tarmac works were conducted which are likely connected. However, we would hight recommend clarification is sought as to the works and why it was undertaken in the first instance as it may lead to more cost repairs. It was additionally noted that the building was predominantly formed with Calcium Silicate bricks which are prone to shrinkage which lead toe cracking. It must be noted however, that no significant cracks of concern were identified during the inspection. Internally surfaces finishes throughout presented in keeping with the age of the property and thus dated. We would advise a budget of £6,000 for a general overhaul of loose and water damaged ceilings and minor damage to walls. We would further recommend budgeting for refurbishment of WC facilities throughout setting aside a minimum budget of £10,000 per area. Radiators throughout the property were dated, gas maybe the cheapest solution in the short term though long-term solutions such as air source heat pump would be considered future proofing. We would recommend budgeting £15,000 - £25,000 with an additional £10,000 for wall mounted electric panel heaters. It is noted that some emergency lighting, smoke detection, and compliant fire doors have been incorporated throughout rooms. We recommend that a full fire risk assessment is undertaken,costs for new fire detection system and emergency lighting, overhaul of fire doors are budgeted. We would advise a budget of £9,000 is set aside for M&E to include the above and overhauling of doors. We would recommend a qualified electrician carried out an inspection and followed up with a satisfactory NICEIC Certificate, on review no C1 or C2 have been identified and recommend a budget of £4,500. We would recommend that any dated/redundant fittings inc. older wiring or units is removed/ replaced and budgeted. • Code 1 (C1) - 'Danger present. Risk of injury. Immediate remedial action required.' • Code 2 (C2) - 'Potentially dangerous. Urgent remedial action required.'

THE PURPOSE OF THIS NOTICE IS TO INITIATE THE COP/ISIT STAGE FOR LOT 2 (MAJOR WORKS) The reason for this additional notice is due to a technical error with previous notice https://www.find-tender.service.gov.uk/Notice/042997-2026. Westminster City Council (the ‘Council’) has a statutory duty to deliver repair and maintenance services to its 21,000-strong housing stock, comprising approximately 43% leasehold properties, 57% tenanted homes and 145 High Rise Buildings (HRB) across the Borough. It is also worth noting that 41% of the Council’s housing stock is located within a conservation area, whereas 17% of the buildings are listed properties. Furthermore, the Council delivers major works and planned cyclical construction-based maintenance with the view of continuously improving the physical and social infrastructure of its housing stock. Currently housing repairs, maintenance and works are delivered via eight (8) Term Partnering Contracts (‘TPC’) which were procured in 2017 and 2019 for a period of up to ten (10) years as follows: • Responsive Repairs and Voids • Major Works (2 separate contracts covering North and South of the Borough) • Mechanical • Electrical • Domestic Heating • Lifts • Aids & Adaptations The Council is intending to re-procure these contracts based on revised scopes as part of an overarching Strategic Alliance Agreement, based on the FAC-1 Framework Alliance Agreement which all appointed contractors will be required to sign up to along with the contract documents specific to each requirement. Taking into account the differing expiry dates of the TPCs, the various Section 20 consultation requirements, as well as the indicative timelines associated with each retendering process, the Council determined that the re-procurements will be delivered in tranches. The Council issued a Preliminary Market Engagement (PME) Notice related to this procurement (Ref 2025/S 000-061916) on 2nd October 2025 (https://www.find-tender.service.gov.uk/Notice/061916-2025) supplemental to PME Notice with reference 2025/S000-022847 dated Monday 19th May 2025 (https://www.find-tender.service.gov.uk/Notice/022847-2025) for the purpose of inviting interested market suppliers to engage in detailed consultation around the proposed procurement model and the new contract opportunities for responsive repairs and voids and major works.
