General Building Maintenance Framework

Each Lot will have up to five (5) ranked suppliers per lot each of which will be eligible to receive Call-Off Contracts via both Direct Award and Mini-Competition during the lifetime of the Framework. 1.1. West Northampton Council (the Authority) is inviting local Suppliers to bid for the following works. There is a separate room at the back of the library building that currently has limited use due to the poor state of repair with old furniture, worn flooring and out of date lighting. Poor insulation, roofing in disrepair, old and draughty windows and inadequate heating, make it uncomfortable to use during cold winter months. The proposal is to refurbish this space to provide up to date and comfortable hireable private space which will generate income. The proposal will refurbish the whole back area. Works will include for example, but be limited to; • supply and installation of a new flat roof, • supply and installation of new energy efficient external windows and doors, • supply and installation of internal flooring, • decoration, • supply and fit kitchen units • supply and fit new heating, insulation and electrics, providing an energy efficient solution. • construct a covered linkway from the library to the back room to provide customer’s safe access. • refurbishment of existing cloakrooms with new tiling and replacement roof and doors to provide safe and hygienic facilities. • refurbish kitchen area to provide a safe and hygienic area. • the currently neglected garden area is to be cleared to become a valuable outside space for events. Replace the current grassy area with attractive hard paving to create an all-weather surface which is low maintenance and safe to be used. An asbestos Removal and Demolition survey is being undertaken and will be issued as soon as possible. This Invitation to Tender (ITT) contains instructions and key information about the procurement process. This ITT constitutes the conditions of the procurement process and by participating, Suppliers agree to these conditions. This procurement is conducted in accordance with the Procurement Act 2023. Northern Trains Limited, is a Train Operating Company (TOC) that operates passenger rail services across the North. Northern Trains Limited is publishing this notice to establish a contract with a single supplier for the construction of full-length high-level access platforms based on designs from RCA Construction, enabling safe working at height along the entire length of four-car trains. These platforms will be compatible with existing fleets (Classes 323, 768, and 331) as well as any future fleets operating at Allerton depot. They will be installed on one road to improve operational flow, particularly in the Planned Heavy Clean (PHC) area. The platforms will incorporate essential safety features, including barriers, fall protection systems, and appropriate signage to ensure safe use by staff. A key functional requirement is the inclusion of a safe method for removing roof-mounted components, such as HVAC units, while minimising manual handling risks. In addition, the high-level access platforms must integrate with existing overhead line equipment (OHLE) isolation systems and the depot protection system. This ensures that the platforms cannot be used unless the overhead electrical supply has been fully isolated, thereby maintaining a high level of safety for maintenance activities. The nature of the arrangement is that works will be supplied under a JCT intermediate Works with Contractors design 2024. Phase 4 focuses on transforming and optimising several key areas of the depot to support future operational and staffing needs. The works is to be divided into 2 broad scopes. Firstly the existing northern locker room and toilets at the front of the depot is to be converted into a new production hub featuring a conference room, meeting rooms, a teapoint, and upgraded unisex and accessible toilet facilities. Alongside this, the DMU block will also be enhanced: the ground‐floor team leader offices will be combined into a single larger office, and new toilets will be installed on the first floor, addressing the current lack of toilet facilities in the block. Secondly, the former EMR locker room will be converted into a permanent stores space with compliant modern racking, improved access, and safer vehicle and pedestrian movement routes. This allows the temporary Phase 2 stores to relocate into a long‐term, purpose‐built environment. Alongside this, the existing northern office area is to be expanded to accommodate future staff numbers, and the existing northern stores is to be converted into a dedicated small‐parts storage facility, improving efficiency and overall workflow. It must be underlined, that the Authority is not seeking a concept, design, drawings etc. for the purpose of this tender exercise; rather, it is seeking to discern a partner with whom the Authority can collaborate - post-award - to develop and design the project (and then subsequently manage the building).
